I also tried:
Took the default mouse profile inside MSFS2020 (no buttons assigned)
Setting inside PMDG737-700 in the options FMC menu the braking into simple and advanced.
Removed all brake assignments from the keyboard profile.
No success

My thought.
Before starting FSiPanel try taxi down the runway a bit
test parking brake operation on off several times
left brake
right brake
both brakes
return to takeoff position
set parking brake
now keep your feet off the rudder pedals
now start FSIpanel.

My PMDG-737-700 with FSUIPC + FSiPanel is OK.

I'm sorry to say this, but your case seems to be an isolated one. It appears there is an issue with either your MSFS installation or Simconnect.
I'm surprised that Simconnect senses brake input at 40% or more to release the flight. The condition is 40% or more for 3 seconds to release the airplane. Why your MSFS is doing this is a complete mystery to me. I do not have any other users reporting this issue. Most of the time, it happens because users have kept the parking brake (hardware) engaged when clicking on MOVE AC. Therefore, as soon as the aircraft is in position, the parking brake is applied, and the flight is released. This does not seem to be your case, though.
