I'm using FSiPanel Advance with PMDG 737 on MSFS. When setting an altitude or airspeed failure trigger, I cannot type in the + or - characters into the field for climbing/descending triggers. I can only type numbers. I also tried the Windows On-Screen Keyboard but it gave me the same results.

Very strange, have you tried for example :
3000- (3000 and minus sign from your keyboard numeric keypad) ?

Thanks for the reply. Looks like the input only accepts the +/- characters from a numeric keypad. My keyboard does not have the numeric keypad so I have been trying to use the +/- next to the Backspace key. I was able to get around the issue by using the Windows On-Screen keyboard, turning the numeric keypad on, and typing the characters from there. Maybe in the future the +/- key could be added to the dialog where you type in the value.
